To create a thread in a board, you must go to the home page, choose a board you wish to create the thread on (it must fit into that category), and you'll come to a page listing all of the threads in that board. There may be none. On this page, there is a button that says 'new thread' on the top and bottom of all the threads already there. Click on that to make your thread. Next, put in the title and any other information.
You can make your own poll, about anything appropriate. To do this, go to the chat board from the front page. Above and below all of the polls already created is a button that says 'new poll'. Click on it. Next, type in the subject of your poll, then the question, and the possible answers.
NOTE: You can have up to thirty-five answer choices if you click on the button ('Click to display more answer fields.') underneath the area where you can write your post.
